Plan for more than one pin format
The Tourism Authority of Thailand describes common compatibility with flat parallel and two round pins, and notes that some premises have three-pin outlets. A compact travel adaptor is therefore a safer plan than assuming one building’s socket represents all Pattaya accommodation.
Use physical pin descriptions rather than presenting an unsupported universal Type A, B, C or O list. Actual socket installations vary by property.
Check the device as well as the adaptor
This evidence establishes socket and pin formats, not the electrical compatibility of a particular device. Check that separately against the device manufacturer's instructions rather than inferring it from the adaptor shape.

Why the nominal-voltage sentence stays withheld
The mapped official documents use different voltage figures in different contexts. The technical specification is also from MEA, which is not Pattaya's distribution authority, so it cannot resolve the Pattaya visitor question by itself.
